Haas advertises a Mini Mill automation package at $79,995 and has shown an ST-10 configured at $69,995; the model does not assume those exact machines are purchased, but they demonstrate why a two-machine new-equipment package can quickly approach or exceed $150,000 before tooling. The $25,000 initial net working capital is separate from the $46,000 operating-cash reserve. Opening inventory is already listed in pre-opening uses and is not counted again. The reserve is sized from the Base ramp: revenue reaches about 20%, 35%, 50%, 70%, 85% and 100% of stabilized Base revenue over six months. At a $20,000 minimum closing-cash floor, the modeled peak operating draw is about $25,600, implying roughly $45,600 required reserve; the table rounds that to $46,000. No debt, landlord allowance, grant or reimbursement is assumed, so project cost and founder cash required are the same in this model.

Three state-specific issues deserve early modeling: the manufacturing sales/use-tax exemption on qualifying production machinery, the payroll burden on skilled labor, and environmental obligations created by coolants, solvents, waste oil, chips and outdoor industrial exposure.
Production machinery can receive favorable sales/use-tax treatment
Rhode Island's manufacturing regulation exempts qualifying tools, dies, molds, machinery and equipment to the extent they are used in an industrial plant in actual manufacture, conversion or processing of tangible personal property for sale. Utilities consumed in production can also qualify in specified circumstances. That can materially change the delivered cost of a CNC purchase, but the exemption is use-specific and documentation matters. 280-RICR-20-70-19.
Payroll burden cannot stop at the hourly wage
The Base model uses roughly $6,000 monthly loaded cost for one employed machinist. For 2026, employers match 6.2% Social Security and 1.45% Medicare, while Rhode Island's new-employer Employment Security rate is 1.00% plus a 0.21% Job Development Fund assessment on the state wage base. The sales-tax side should be mapped by revenue stream rather than with one blanket rate. Rhode Island's general sales/use tax rate is 7% on taxable retail sales, while manufacturing inputs and machinery may qualify for exemptions depending on use. A job shop may have taxable sales of finished tangible property, exempt resale transactions, and fact-dependent work on customer-owned property. Environmental scope is process-dependent. RIDEM directs hazardous-waste generators to obtain an EPA identification number through RCRAInfo when applicable, and the state's industrial stormwater program offers permit coverage or a no-exposure route for eligible facilities whose industrial materials and activities are not exposed to stormwater. A dry indoor shop with closed-loop coolant management can have a very different compliance profile from a shop that stores drums, scrap or fluids outdoors. The statewide Base case does not use one city as Rhode Island. For occupancy and rent, the model uses a small state planning basket only to establish an order-of-magnitude planning basis and keeps exact local rules visibly local.

At 70% utilization, the statewide Base case produces about $42,300 a month
Revenue is built from capacity rather than from a generic annual-sales benchmark. The two-machine shop has about 360 practical chargeable machine-hours per month after allowing for setup, maintenance, inspection, quoting interruptions and ordinary downtime. The Base case sells 252 of those hours at a blended earned-revenue yield of $168 per machine-hour.

Variable non-owner costs are modeled at 30% of Base revenue: 22% material, 4% cutting tools and consumables, and 4% outside processing, freight and job-specific service cost. In Downside, the ratio rises to 33% because small jobs, scrap and purchasing inefficiency weigh more heavily; in Upside it falls to 28% as purchasing and setup efficiency improve. No “plug” line is used.
The Base fixed non-owner cost of $18,040 includes the employed machinist at $6,000 loaded, $3,900 occupancy, $2,100 utilities, $1,800 maintenance/calibration, $1,400 insurance, $700 software/IT, $700 sales/marketing, $550 professional/admin, $350 waste/environmental service, $500 general shop overhead, and about $40 monthly equivalent for recurring Rhode Island entity/report charges. Debt principal, interest, income taxes and depreciation are not mixed into these operating costs.
Owner economics
The owner's labor is worth more than the residual business profit
In a founder-scale machine shop, “owner income” must be split into compensation for skilled labor and return on invested capital. The Base case values the owner's direct production time plus management/quoting role at about $5,399 per month fully loaded. That replacement value is added back only in the working-owner view.
Passive-owner basis
Revenue minus non-owner variable costs, variable direct owner-replacement labor, fixed non-owner cash costs and fixed owner-management replacement labor leaves $6,196/month of normalized cash operating profit before D&A. This is the economic return after paying market-value labor to replace the founder's work.
Working-owner basis
Add back the $2,699 variable direct replacement labor and $2,700 fixed management replacement labor that the founder actually performs. The result is $11,595/month, or about $139,142/year, before debt service, maintenance-capex reserve, owner taxes and additional working-capital needs.
The passive-owner case is intentionally less attractive in Downside: normalized cash operating profit becomes – $2,449/month. A founder can still produce positive business cash benefit in that case because the founder is supplying labor rather than buying it, but that does not mean the capital earns an adequate return. This distinction is especially important when comparing a machine shop to salaried employment or to another acquisition opportunity.
Depreciation and amortization are not fabricated here, so the article does not report EBIT. Machine age, tax basis, Section 179 treatment, bonus depreciation and actual useful lives can differ sharply. For the same reason, owner income is shown pre-tax; no personal income-tax reserve is imposed on the reader.
Unit economics, break-even & payback
Break-even arrives before capacity becomes the constraint
The natural unit is one chargeable machine-hour. At Base pricing, each sold hour generates $168 of revenue. After material, tooling, outside processing and direct owner-replacement labor, the passive/economic contribution is about $106.89 per hour.

The Base shop sells 252 machine-hours per month, so passive break-even uses about 54% of practical 360-hour capacity. Sustainable working-owner break-even, using a $7,000 monthly owner-compensation target, requires about 213 machine-hours, or 59% of capacity. Both are below the Base 70% utilization assumption, leaving some capacity cushion. The Upside case at 88% is close enough to the practical ceiling that recurring overtime, a second shift or automation would become the next step-up decision.
Runway
With a $46,000 opening operating-cash reserve and a $20,000 minimum closing-cash floor, the six-month Base ramp reaches its low point around month 3 at roughly $19,400. That is why the reserve is larger than one month of expenses. A permit delay that pushes opening back by one month can consume another $18,000 – $20,000 of fixed cash costs before revenue begins.
Payback
The primary payback is 44 months on the owner-operated, pre-tax, unlevered founder-cash basis. The model holds the $20,000 floor, allows no distributions during the early ramp, reserves $850/month for maintenance capex, and then distributes excess cash. A passive owner starting from day one needs roughly $13,000 more liquidity to maintain the same floor and reaches modeled payback around 87 months.
A simple stabilized shortcut gives a similar order of magnitude but is less rigorous: $425,000 divided by about $128,942 annual working-owner cash after the $850 monthly maintenance-capex reserve suggests roughly 3.3 years. The actual monthly schedule gives 44 months because the first six months ramp more slowly. Debt would change founder-equity payback and cash break-even, so it should be modeled separately once the actual down payment, rate, fees, amortization and draw timing are known.
Demand & sensitivity
Rhode Island demand is real, but the customer mix must be built deliberately
A reliable statewide machine-shop market-revenue amount is not publicly determinable from the available category data at the precision needed for this model. The best evidence is therefore the manufacturing customer ecosystem plus the shop's capacity-constrained sales plan – not a population-share TAM.
Rhode Island DLT's March 2026 manufacturing series showed about 4,300 fabricated-metal jobs, 3,400 computer/electronic-product jobs, and 9,000 transportation-equipment jobs in the state. They support the view that a founder shop can sell to nearby industrial buyers, but they do not guarantee enough orders at $168 per chargeable machine-hour. The model assumes the owner can quote, program and produce; if sales activity pulls the owner off the machines for longer than expected, direct production replacement labor or an additional employee becomes a step-fixed cost earlier.

Method, evidence quality, and what still needs a local quote
Research was reviewed on August 28, 2026. Dollar values use a 2026 planning basis. Official state fees, tax rates, labor rules and regulatory categories are high-confidence inputs when the linked authority directly owns the requirement. Machine prices and lease listings are observed market quotes and should be treated as snapshots. The revenue yield, utilization, maintenance reserve, insurance, utilities, fit-out and several pre-opening allowances are modeled planning assumptions because no authoritative statewide machine-shop price or cost series exists at the needed specification.
The largest uncertainty is the actual site-and-equipment combination: power upgrades, rigging, mist collection, floor reinforcement, machine condition, tooling package, insurance and local permit scope can shift capital by six figures. Before signing a lease or buying a used machine, obtain written landlord approval, an electrician's service assessment, a rigger quote, insurance terms, and written zoning/use confirmation for the exact address.
